Open is not unrestricted
Consent, ownership, privacy, legal obligations and potential harm shape what can be shared. Public metadata and a clear access statement can still support transparency.
Document the research process
Versioned protocols, codebooks and analysis documentation let readers understand the process even when raw data are restricted. Do not imply that protected data are reproducible through a public link.
Choose a suitable repository
Review access controls, licenses, withdrawal conditions and data agreements before depositing material. A DOI identifies a record, not the scientific validity of its contents.
Transparency has several layers
A project can share its question, protocol, source list, metadata, codebook and analysis documentation even when raw data remain restricted. The appropriate combination depends on rights, consent, privacy and institutional arrangements. Openness should be described precisely rather than claimed as an all-or-nothing label. A public link is not evidence that every reader is permitted to reuse the material.
Worked example: restricted research data
A hypothetical study uses records that cannot be released publicly. It could still publish variable definitions, selection criteria, analytical decisions and a clear access statement, where permitted. Those materials help readers assess the process without suggesting they can reproduce the raw records. De-identification may reduce risk, but it needs assessment rather than an assumption that privacy concerns disappear.
Before depositing in a repository
Confirm permissions and the repository’s access controls, licensing, versioning and withdrawal arrangements. Check what the identifier represents and who remains accountable for corrections. Use the data-management and publication-readiness tools to record these decisions. Repository availability supports dissemination; it does not by itself provide peer review, validate conclusions or authorize sharing sensitive forensic material.
