Ask the decision question
A policy question should identify the system, affected users and desired outcomes. Evidence about technical performance alone may not answer questions about costs, access or implementation.
Compare options transparently
Describe options, assumptions, evidence strengths and gaps, and likely trade-offs. Avoid turning a single study into a complete policy recommendation.
Build learning into implementation
Indicators, review points and feedback help institutions revise a decision when evidence or conditions change. Evaluation should be planned rather than inferred from activity counts.
Evidence answers only part of the decision
A study of technical performance may not answer whether an institution can implement a method affordably, whether staff are prepared or whether a change creates new access barriers. A policy brief should identify those separate questions. Scientific findings and value judgments can both matter, but they should not be presented as the same kind of evidence.
A worked institutional example
Imagine an institution deciding whether to adopt a new research-data platform. A useful appraisal compares current needs, available alternatives, governance, cost assumptions and implementation capacity. It also asks what evidence is missing. Choosing the newest system is not automatically an evidence-based decision; maintaining or improving existing processes may be a legitimate option to compare.
Plan evaluation before implementation
Define outcomes, indicators, data sources and review points before the change begins. Explain which observations would support continuing, modifying or stopping the approach. Consider unintended consequences and who is affected. A recommendation should retain its uncertainty and conditions so later evidence can change the decision. Research supports the authorized decision maker rather than substituting for institutional authority.
